YOS Case Officer

Fundamental to fulfilling the responsibilities of this post is the ability to respond flexibly, positively and successfully to the ever-changing pressures and agendas which agencies working in the area of youth offending face. This Job Description is a guide to the level and range of responsibilities the post holder will be expected to undertake initially. It is neither exhaustive nor inclusive and is liable to be adjusted from time to time to meet changing circumstances and demands.
1. To contribute to the Divisional and Service Plans by working in partnership with other agencies to prevent offending and re-offending by children and young people.
2. To contribute to the development and implementation of a range of effective solutions to youth crime and anti social behaviour.
3. To promote the welfare, capacity for change and social inclusion of children and young people.
4. To develop bail support programmes, devise and present packages to the Youth Court and supervise young people on Bail Support and Supervision programmes.
5. To be responsible for the management of a caseload and to identify, develop and deliver, in partnership with other YOS staff and relevant external partner agencies, appropriate interventions and preventative initiatives, designed to prevent or reduce re-offending and anti-social behaviour by young offenders.
6. To consult with young people and their carers to improve and identify new working practices
The principle accountabilities of this post can be structured for ease of reference into the following headings
Assessments Case Management Early Intervention First Tier Quality Assurance Work
Court Work and the Administration of Criminal Justice
1. To liaise with families, solicitors and secure establishments to devise bail packages where a young person is remanded into custody. Attend Remand Review meetings and present realistic options to increase the likelihood of the young person being granted bail.
2. Undertake court duty, including the preparation of expedited reports (written Stand-down Reports). This involves liaison with Public Prosecutors, solicitors, young people, families and clerks. Presentation of reports and other information to magistrates in a clear and confident manner. The post holder must be able to demonstrate a high level of verbal and written skills commensurate with working in a court setting.
3. Participate in the preparation and follow-up work associated with the court process. This includes having excellent organisational skills, being able to manage time effectively and evidence ability to liaise with a range of key stakeholders.
4. Contribute to the positive promotion of the Youth Offending Service, participating in presentations and Open Days as required.
5. To be smart and presentable at all times in compliance with the current dress code.
6. Design and present training packages for staff and magistrates on all aspects of work carried out by the Youth Offending Service.
Systemic Family Work
1. Contribute to the design and delivery of a range of interventions and programmes for parents and carers of young people known to the YOS.
2. This includes being able to present information both educative and therapeutic to parents and work in a systemic and holistic manner.
3. Integral to the post is the ability to work in a family focused manner whilst paying due regard to the developmental needs of the young person.
4. Contribute to the co-ordination, management and provision of Parenting Orders and deliver both statutory and voluntary based parenting interventions.
5. Work closely with borough’s emerging Troubled Families Agenda including co working cases known to both services.
Producing High Quality Assessment
1. Undertake high quality assessments of young people using the ASSET or ONSET tool and if required, post court reports (Pre Sentence and Referral Order Panel) reports, to develop an understanding of the risk factors that underpin their offending together with the needs of that individual.
2. Ensure that equality of opportunity and anti-discriminatory practice is a priority throughout the work. In addition to be able to evidence that throughout all case diversity, learning styles and equality issues are consistently considered.
3. All assessments should be of high quality and include an assessment of risk to the young person (Safeguarding Public Protection and Risk of Harm) and the wider public, which will be discussed with other members of staff and managers. The assessment process will be underpinned by the ability to analyse complex data, balance public protection, safeguarding and broader development issues.
4. Write to a high standard Initial Intervention/Supervision Plans and Review Intervention/Supervision Plans that address directly the risk factors identified in assessments.
5. Write Panel Reports for the Community Panel, based upon ASSET assessments and Youth Inclusion Support Panel (YISP) reports using ONSET.
6. Work in accordance with National Standards.
1. To manage a caseload and deliver intensive one-to-one and group work interventions, to young people involved in offending or anti-social behaviour and their parents/carers to a high standard. Interventions
2. Supervision of young people subject to Bail Support and Supervision and statutory Court Orders. To a standard and level that is commensurate with a high quality risk assessment. Supervision must also be commensurate with National Standards. This will also include Remand Planning, Sentence Planning, and close liaison with custodial establishments, as part of the Remand Period and / or Detention and Training Order.
3. Write to a high standard Initial Intervention/Supervision Plans and Review Intervention/Supervision Plans that address directly the risk factors identified in assessments.
4. Contribute to the design and delivery of a range of interventions and programmes for young offenders and their victims. This includes being able to present information both educative and analytical information to a range of stakeholders.
5. Act as the main link between the Youth Offending Service and local projects and providers and work on a range of issues which impact on young people’s life chances. This includes implementing initiatives developed with external providers on joint YOS and partners.
6. Represent the Youth Offending Service at Community & Multi Agency Team meetings and provide background information and advice to Panel members.
7. To contribute to the development of new and existing programmes, with other members of the Youth Offending Service and partners from the voluntary and statutory sector.
8. Contribute to the supervision of young people participating in Restorative Justice (RJ) activities such as reparation or victim safety activity.
9. To manage young people coming to the attention of the YOS in a holistic manner. This includes monitoring and developing interventions which improve Educational outcomes.
10. Work effectively as part of a multi-agency team. This includes having the skills to assess safeguarding issues, immediate child protection concerns and the ability to track and escalate the outcomes of referrals where appropriate.
1. Deliver interventions as part of Triage, Early Intervention and other Out of Court disposals in conjunction with other members of the Youth Offending & Multi Agency Teams (MAT).
2. Participate in the planning and delivery of group work, co-work, family work and individual work with young offenders and their families and others at risk of becoming offenders.
3. Attend all relevant internal meetings, and represent the Youth Offending Service at external meetings as required.
4. Hold youth crime prevention cases (non statutory cases) identified through the Triage or Gangs Matrix.
5. To contribute to the development of new and existing programmes, with other members of the Youth Offending Service and partners from the voluntary and statutory sector.
First Tier Quality Assurance Work
1. Contribute to the monitoring and evaluation of the work. The post holder will contribute to the development of first tier quality assurance process for YOS Officers.
2. Complete records, statistical returns and expenses on time, accurately and in accordance with policy.
3. Comply with all local and national policies and protocols.
4. Work in accordance with National Standards.
5. To take full responsibility for the implementation of own Personal Development Plan and continued professional development in those areas relevant to post holder’s own role.
6. Participate in the Council’s appraisal scheme
7. Carry out appropriate administrative tasks in support of the work, using Information Technology where appropriate.
8. Participate in all relevant training events and other opportunities for professional development.
Supporting Activity and Duties
1. Carry out office duty and participate in the Appropriate Adult duty rota when required.
2. Keep up-to-date with research about what is most effective in reducing and preventing offending by young people and apply the lessons from research to practice. This involves being able to demonstrate on the case file the theoretical and practice assumptions that underpin the post holder activity.
3. Ensure that all activities are carried out in accordance with relevant childcare legislation and the Crime and Disorder Act 1998.
4. Comply with the Data Protection Act and Freedom of Information Act and Information Sharing protocols, as part of effective Information Governance arrangements.
5. Carry out appropriate administrative tasks in support of the work, using Information Technology where appropriate.
6. Participate in all relevant training events and other opportunities for professional development.
7. Contribute to the review and achievement of the targets in the Youth Justice Plan and Divisional Plans.
8. Contribute to the development of the service on an on-going basis.
9. Carry out any other appropriate tasks, consistent with the grading of the post and the skills of the post-holder.
10. To be smart and presentable at all times in compliance with the current dress code.

Knowledge of national and local youth justice initiatives
A good knowledge of child protection legislation and practice.
A well developed working knowledge and understanding of the Children Act 1989, Crime and Disorder Act 1998, the Data Protection Act and other relevant legislative frameworks and developments.
An understanding of the roles and responsibilities of partner agencies
A background in Youth Work, Social Work, the Police, Education, crime prevention or other relevant discipline.
