Job Description

JOB DESCRIPTION
Temporary Finance Officer (Temporary Position)

1 Purpose of Post

1.1 To maintain the corporate commercial rent accounting system ensuring
Financial integrity, accuracy of data and timely billing of charges due to the Corporation.

2 Main Duties & Responsibilities

2.1 Analyse legal documents including leases, licences, committee reports and other documentation to extract the financial information to set up the necessary commercial rent accounts for invoicing purposes.

2.2 Monitor and manage the integrity of the property data and update records as appropriate.

2.3 Calculate the pro-rata amounts due on completion and prepare completion statements for both Commercial/Barbican for new leases and other associated sales.

2.4 Monitor and code as appropriate CHAPS payments received.

2.5 Carry out validation and reconciliation checks on rent accounts to verify accuracy of accounts.

2.6 Assist with the weekly analysis of the Suspense Account and arrange transfer of payments to correct location.

2.7 Prepare and instigate weekly, monthly and quarterly billing runs and validate output as required.

2.8 Validate and calculate various charges for invoicing.

2.9 Liaise with City Surveyor, Chamberlains and other internal OPN related clients to deal with queries.

2.10 Request reports from OPN when required.

2.11 Liaise with external clients, government agencies, solicitors as required.

2.12 Assist with OPN system updates and other process changes.

2.13 Liaise with the Chamberlain’s staff e.g. RCG, on income and CBIS related accounts payable, accounts receivable, income and banking issues.

2.14 Code invoices for payment as required.

2.15 Monitor outstanding debts and draft quarterly committee reports.

2.16 Assist with the preparation of the Local Risk Budget estimates.

2.17 Assist with budgetary control and run CIBIS reports as required.

2.18 Assist with end of year close down procedures by the target dates set by the Chamberlain

Miscellaneous
3.1 Build and maintain effective working relationships with colleagues within the C&CS and other departments.

3.3 Contribute to OPN workshops as required.

4 Personally
4.1 Act as part of a support services team with a flexible and pro-active approach to support other areas of the office as required and, maintain good internal and external relations.

4.2 Keep up to date with financial and procurement policies and procedures.

4.3 Maintain competencies to use corporate and departmental computer systems effectively.

4.4 Keep up to date with office skills e.g. MS Office etc. and actively participate in learning and development.
5 General
5.1 Undertake any other duties, or to transfer to any other post within the Department which is appropriate to your grade, qualifications or experience as allocated by the Comptroller and City Solicitor, Assistant City Solicitors or the Business Manager.

5.2 To maintain good relations with all clients, to observe the Corporation’s Equal Opportunities Policy in all respects, and to comply with practice management and quality standards.

5.3 Actively seek to implement the City of London’s Occupational Health and Safety Policy in relation to the duties of the post, and at all times give due regard to the health and safety of both themselves and others when carrying out their duties.
