Senior Practitioner Troubled Families

The Troubled Families Team sits within the Early Intervention and Targeted Services Division of the Children and Young People’s Service.
The Troubled Families Programme is a national Government initiative aimed at tackling families with multiple problems.
The aim of the programme is to improve schools attendance, reduce crime and anti-social behaviour and support parents/carer into employment.
1. Job Purpose
The Troubled Families Team sits within the Early Intervention and Targeted Services Division of the Children and Young People’s Service. The Troubled Families Programme is a national Government initiative aimed at tackling families with multiple problems. The aim of the programme is to improve schools attendance, reduce crime and anti-social behaviour and support parents/carer into employment.
The post holder to provide day to day management support to Intensive Support Workers who work directly with families, schools, housing, community safety, and other statutory and non-statutory partner agencies to ensure improved and sustainable outcomes for children, young people and parent/carers through intensive casework support to families with multiple problems (as defined by the Troubled Families Criteria).
2. Main duties and responsibilities
2.1. To provide day to day management support to Intensive Support Workers (ISW) and be responsible for targeted interventions to ensure positive outcomes for children, young people and their families with multiply needs, in accordance with the London CAF Protocol and Social Care frameworks and ensuring value for money. To support the development and implementation of the ISW Team and promote family intervention work.
2.2 To be responsible for the ISW team workload, identify families who will benefit from Intensive Support and to support other colleagues to do so; and ensure that the case management is in best interest of the family.
2.3. To ensure the work of the team is prioritised appropriately and is distributed among
team members, making best use of their skills and capability and ensuring that the safety of each child is paramount.
2.4. To undertake regular supervision meetings with each member of the team, in order to
monitor action plans, practice quality and performance, taking remedial action when necessary and to undertake all required staff management responsibilities in line with Council procedures.
2.5. To ensure casework concentrates on outcomes for the families in order to turn around their lives, and focuses on safeguarding children and young people.
2.6. To ensure practice in the team is safe for children and adults and complies with the
national and local guidance on safeguarding.
2.7. To be responsible for the development and delivery of integrated multi agency
packages of support as part of the Team around the Child and Family approach.
2.8. To be a pro-active member of the Troubled Families Team and be managed by the Head of Troubled Families, delivering integrated provision with limited supervision, as well as being a link officer to the Multi Agency Teams (MAT).
2.9. To develop links with a range of locality based partners and to support their knowledge of Troubled Families and the dedicated family workers.
2.10. To maintain an awareness of risk to the service and department taking necessary
action to minimise risk.
2.11. To participate in formal meetings across the partnership to facilitate timely and
effective information disseminate and management control.
2.12. To contribute to the achievement of agreed targets and performance indicators within
the local area in relation to outcomes for families with multiply issues.
2.13. To work across the department by building good working relations with colleagues
across divisions and more widely across the council and partner agencies including Health, Community Safety, YOT, Housing, Education and Job Centre Plus.
2.14. To prepare reports and briefing papers as required by members of the divisional

3. Specific responsibilities
3.1. The post holder will be responsible for a team of staff subject to variation from time to
3.2. To be responsible for ensuring appropriate allocation of troubled families cases across the team and to monitor cases awaiting allocation.
3.3. To attend MAT Panels and other meetings as directed by line manager.
3.4. To liaise with Lead Professional across the partnership ensuring sound information
sharing, ongoing communication and outcome focus work.
3.5. The job holder is authorised to commit to single items of expenditure as delegated.
3.6. The post holder has discretionary powers of decision making in accordance with regulations and Council policy and procedures.
4. Special Requirements
4.1. The post-holder must hold a relevant professional qualification and have experience of managing staff in a multi agency setting
4.2. This position requires that post-holders undertake an Enhanced CRB disclosure satisfactory by the Council prior to employment and every 3 years thereafter
4.3. The post is exempt from Section 4 (2) of the Rehabilitation of Offenders Act, 1974, as the duties give you access to persons who are under the age of 18. Applicants are not entitled to withhold information about convictions, which would be regarded as spent for other purposes
Thorough knowledge of proposed and actual legislation, statutory regulations and Government guidance and standards relevant to children and young people’s services particularly children with additional needs.
Up to date professional and technical expertise in relation to children with additional needs.
Knowledge of social care thresholds related to Children in Need (Section 17) and Children at Risk of Harm (Section 47)
A relevant professional qualification
At least 3 years post qualifying experience of working with children and families and with recognised child protection experience
At least one year’s experience of managing or supervising staff in a multi agency context
Experience of working collaboratively with other services, e.g. health and service users to deliver a responsive and co-ordinated service
Leading and Motivating – Provides clear and equitable leadership, motivating others to maximise their performance
Delegating Effectively – Delegates clearly and fully, monitoring progress regularly and giving timely support where necessary
Negotiating and Persuading: negotiates successfully, remaining open to suggestions, whilst significantly influencing outcomes
