Job Description

JOB PURPOSE

To have responsibility for administering requests for statutory assessment under section 323 of the Education Act 1996 and managing the assessment process from initiation stage to the proposed statement.

To administer information from other local authorities with respect to pupils with statements who have moved into Waltham Forest ensuring the appropriate school placement is found and that the costs are provided to finance.

Manage the process of requests from other local authorities in respect of places for pupils with statements in Waltham Forest schools, both special and mainstream, liaising with schools to ensure that a reply within legal timescale.

Administer the process for phase transfers for children in year 2 and 6 under the Code of Practice section 8:132 within statutory timescales.

Provide administrative support to the SEN Officer for statutory assessments, annual reviews and transitional reviews for children and young people with statements.

To provide excellent customer service and be a front line contact for schools, parents and other agencies providing excellent customer service dealing with queries by telephone, face to face and in writing promptly and professionally maintaining good relationships.

PRINCIPAL ACCOUNTABILITIES

1. Services
2. Ensure that all requests for statutory assessment under the Education Act 1996 are entered on the ONE database and appropriate letters are sent out complying with statutory timescales and preparing cases for the SEN Pre-assessment Panel within the 6 weeks deadline.
3. To ensure that all advices are logged when they are received and chased up if appropriate to ensure statutory timescales are met and to log exceptions to the time limits in order to monitor the response rate of schools and other professionals.
4. To ensure that assessment cases are passed to SEN Officers to write proposed statements or notes in lieu within 18 weeks
5. To make statutory consultations with mainstream, special, independent and residential schools within the prescribed time limits.
6. To be responsible for requests made by other local authorities for places in Waltham Forest schools are answered within Schedule 27 of the Education Act and the prescribed timescale allowed.
7. To liaise with parents, schools and other agencies to ensure that children and young people with complex needs with and without statements who are newly arrived are able to access appropriate education provision by sending relevant information and reports to the Multi Agency Panel/or schools as appropriate in each case and securing an appropriate school placement.
2. Resources
1. To be responsible for administering advise the SEN Finance in relation to moved in pupils or children in care (CIC) in order that arrangements can be made for the recoupment of costs from other local authorities.
2. To administer information from other local authorities with respect to pupils with statements who have moved into Waltham Forest ensuring the appropriate school placement is found and that Finance is advised of the costs.
3. Communication and Information
1. To ensure that SEN pupil details are kept accurately on the ICT database, reports and spreadsheets and generate standard and ad hoc letters to parent’s schools and other agencies.
2. To maintain a regular and high standard of communication with multi agency professionals by telephone and written communication so that they understand the statutory timescales and receive a quality service at all times.

OPERATIONAL RESPONSIBILITIES
1. Receive and administer requests for statutory assessments under section 323 of the Education Act 1996 managing the assessment process from initiation stage to the proposed statement.
2. Receive requests for places in Waltham Forest schools for pupils from other local authorities, liaising with staff in the named school, ensuring that the response is made within the statutory timescales.
3. Receive information from other local authorities in respect of pupils with statements who have moved into Waltham Forest, consulting with appropriate schools for places.
4. Administer the processes for nursery to primary, primary to secondary and secondary to Post 16 phase transfer.
5. Provide support for SEN Officers, with respect to SEN panels, annual review, transitional review paperwork.
6. Provide frontline telephone and personal contact with all service users including schools, ensuring that messages are recorded accurately and that information is taken and passed on to the relevant officer.
7. Encourage and act on feedback from pupils, parents and schools.

8. Uphold and comply with the statutory provisions of the Health and Safety at Work Act 1974 and any other associated legislation or Council Polices and procedures.

9. Understand and comply with the Council’s Equal Opportunities Policy.

ADDITIONAL INFORMATION

Reports To: SEN Officer and SEN Team Manager

Special Conditions:
This position is exempt under the Rehabilitation of Offenders Act 1974. This means you will have access to vulnerable groups such as young people, the elderly and children. Any offer of appointment will be subject to a satisfactory Enhanced/Standard Disclosure from the Criminal Records Bureau. Having an ‘unspent’ conviction will not necessarily bar you from employment. This will depend on the circumstances and background to your offences(s).

Person Specification
1. EXPERIENCE
1.1 Experience of working in a pressurised team.
1.2 Experience of working with families, children and young people, schools, health and social care professionals.
1.3 Experience of working with children and young people with special educational needs and/or disabilities.
1.4 Experience of multi-agency work.

2. SPECIAL ABILITIES/APTITUDES
2.1 Understanding of special educational needs legislation and statutory guidance.
2.2 Knowledge and understanding of the procedures and processes relating to SEN statutory assessment.
2.3 Ability to prioritise workloads to ensure that the statutory timescales are adhered to.
2.4 Proven ability to make up and maintain pupil SEN assessment files both electronic and paper.
2.5 Excellent ICT skills including knowledge of Word and Excel.
2.6 Ability to use EMS One and understanding of the importance of keeping all electronic records up to date.
2.7 Knowledge of child protection, school admission and transfer and transition issues.
2.8 Good organisational skills.
2.9 Good communication skills, both written and oral.
2.10 Ability to speak the most common community languages in Waltham Forest other than English. These include Turkish, Urdu, Somali, Albanian, Bengali, Hindi and French.

3. OTHER POSITION SPECIFIC REQUIREMENTS
3.1 Understanding of the processes that relate to SEN pupils who have moved into Waltham Forest.
3.2 Understanding and commitment to the timescales relating to requests for placements in Waltham Forest schools for SEN pupils received from other local authorities.

4. EDUCATION AND TRAINING
4.1 Professional administrative qualification.
4.2 Current training in respect of the EMS and other local authority ICT programs (eg HCM).
4.3 Minimum educational qualifications – 5 GCSEs including English and maths or equivalent
