Job Description

We are recruiting on behalf of our client for Project Manager Level 5 based in Waltham Forest.

Purpose of this Assignment

The purpose of this assignment is to carry out detailed analysis and implement business changes to increase income for Waltham Forest Registrar Services to enable the service to meet its income target and to identify the future potential for income generation.

Key Deliverables Expected Outcomes

Development of business customer insight and reporting mechanisms or tools against service delivery outcomes, working with internal and external stakeholders as required (e.g. focus groups, mystery shopping data, resident demographic data etc…). Customer insight and demand analysis business tools and reports; including demographic profiling to model the demand for services, analysis of the impact of legislative or political changes that may affect the registration service, and service performance reports.
Production of all key project documentation and governance arrangements. Well supported project with centralised overview, governance and support; effective documentation prepared for project and programme boards.
Day-to-day management of workstream activity and leads. Co-ordination of multiple workstreams, and efficient and effective delivery to agreed project plan.
Appropriate alignment with and delivery of RWF2020 activities as appropriate:

• Housing
• Neighbourhoods and Commercial
• Business Support and Customer Services
• Forest Venues There is potential for this work to cross over into the activities of several RWF2020 programmes, though this is not yet clear or recorded. The postholder will need to liaise with programme managers as appropriate to scope out interfaces, deliverables etc…

Key Deliveries
• Analysis of service product offers, business processes, customer handling and resource management (e.g. team structure, skills and experience, and systems).
• Identification of necessary changes and recommendations to increase sale volumes and income from Registrations and Nationality Checking service offers.
• ‘To Be’ process maps and customer journeys for new or updated service offers.
• Specification of technical changes required to facilitate process efficiency; including requirements gathering or requirement specification documents, procurement and implementation.
• Improved online and mobile offer for services, which are integrated with appropriate back office systems.
• Development, management and reporting of a project plan; setting out phases of work, activity and deliverables, timescales, roles and responsibilities.
• Detailed plan of activity to increase sale volumes and income from Registrations and Nationality Checking service offers, with reports on updates and changes.
• Implementation of changes to service product offers, business processes, customer handling and resource management (e.g. team structure, skills and experience, and systems).
• Increased sale volumes and income from Registrations and Nationality Checking service offers.
• Supporting engagement with and securing of commercial partners.
• Management effectively supported with these activities.
• Design of new service delivery model for Registration and Nationality Checking Services.
• Co-ordination of legal advice, production of equalities impact assessment and any cabinet reports.
• Design is agreed by all key stakeholders and supports other relevant Council programmes (e.g. Digital Council, Commercial, Resident Focus, Insight-Led etc…).
• Senior management effectively supported with these activities.
• Co-ordination of budget information and presentation for senior managers.
• Activities coordinated to budgets; Senior management effectively supported with these activities.
• Establishing and overseeing governance of various funding streams; support with preparation of funding applications.
• Senior management effectively supported with these activities.

Key Skills, Knowledge and Experience

• Experience of leading on the analysis, development and implementation of service changes to improve commercial income from Registration and Nationality Checking Services.
• Public service or local government awareness with experience of the political processes and the impact this has on decision-making timescales.
• Experience of strategic development and implementation within a Registrar service setting.
• Experience of engagement with and securing of commercial partners.
• Proven ability to distil complex information down to suit a target audience.
• Proven ability to work with a wide range of stakeholders in a service led environment.
• Experience of preparing funding applications.
• Experience of working in a fast-paced, high pressure change environment.

The postholder will be line managed while working closely with other senior managers within the Council, including Head of Transformation and Business Change, Head of Customer Services and Director of Neighbourhoods and Commissioning

Ability to manage projects using the Prince2-aligned project management methodology
