Pre-Court and Prevention Case Officer

PURPOSE OF THE ROLE:
A. Work as part of the YOU case management system with a case load of young people aged 8 to 16 on prevention interventions. To direct all work to the key aims of preventing exclusion from school, from young people becoming “Not in Education Employment or Training” [NEET] and from their involvement in crime and anti-social behaviour.
B. To do direct one to one and group work, in YFSS building, their homes, Care Homes and in other community venues such as schools, with young people age 8 to 19 [as you may be expected to work as part of a duty system with clients from others parts of the YFSS older than 16] who may display difficult, challenging, angry and aggressive behaviour.
C. To undertake all duties in relation to the provision of Assessment, Report writing, supervision and case management of all matters relating to Young people on YFSS preventative interventions in accordance with all relevant legislation and YFSS / Enfield policies and procedures.
D. To work with YFSS Management to deliver a high quality prevention service to clients, their families, partner agencies, victims of crime and the community.
E. To work with management to deliver all YFSS Plans and deliver all work to the highest standards in regard to performance and quality assurance standards in the most efficient and effective manner.
F. To be responsible for the delivery of an efficient, effective and comprehensive co-ordination of all activities and referrals involving young people, with the objectives of reducing crime, anti-social behaviour and NEET.
G. To maintain detailed, accurate and contemporaneous records of all activities in both hard copy and electronic format in accordance with target objectives and national standards.
General and Generic Accountabilities Integral to the Role:
1. To direct all efforts to the YOU’s core aim of preventing offending, anti-social behaviour, school exclusion and NEET.
2. To work with the YFSS Management team and the other workers in the service to deliver a high quality prevention system to the Community, clients, their families and other stakeholders.
3. Deliver, direct high quality time limited and structured individual and group work intervention programmes that are SMART, to young people aged 8 to 19 who may display angry, difficult, challenging and aggressive behaviour, both in their homes, the community and in institutions such as schools etc.
4. To participate in the staffing and organisation of group induction and introduction meetings for young people and parents.
1. To attend and work in the SPOE [Single Point of Entry] as a representative of the YFSS ensuring all relevant referrals are dealt with.
2. To participate in the YFSS [and / or] YOU duty rota carrying out all work associated with the role of the duty worker as per policy and procedure
3. Work as part of the YOU Case Management system, working to YFSS and Enfield Policies and Procedures and the YFSS plans, with YFSS and partnership staff, as part of a team around the child / family, to deliver assessments and interventions within required timescales.
4. To work with YFSS and partnership staff regarding background information to inform the assessment process within the required timescales.
5. To ensure that all relevant assessments are used to inform all subsequent plans and that any identified needs are properly referred on or actioned within the YFSS / With Partners.
6. To work with YFSS staff and workers from partner agencies as part of the team around the family / child to prepare detailed intervention plans for young people based on the YOU case management procedure, APIR and risk and protective factors as identified in the assessment.
7. To work within all legislation and YFSS and Council Policies and procedures especially the YFSS enforcement and compliance policy and procedure, giving evidence in Court if necessary.
8. Collaborate with all other relevant agencies in the assessment and support of YFSS / YOU clients in order to deliver high quality interventions.
9. To ensure that activities not undertaken personally, but subject to either internal or external referral, are undertaken, monitored and recorded.
10. To engage with young people, parents carers and other staff / agencies in the consideration of exit planning on the completion of interventions.
11. To ensure that all information regarding activities concerning young people and their families is shared with colleagues in the YFSS and partner agencies in line with Enfield Council Policies and S115 CDA 1998, Working Together Guidance and Data Protection Legislation.
12. To maintain detailed, accurate and contemporaneous records of all activities and case progression in both hard copy and electronic format and in accordance with target objectives and national standards and the relevant policies and procedures.
13. To report any information, heard, witnessed, or obtained in any other way, involving crime or child protection issues to management and, were appropriate relevant partners, and if necessary give evidence in Court regarding this information.
14. To undertake all of the administrative tasks associated with case management e.g. filing, data cleaning, appointments letters, electronic referral forms, reports and paperwork and detailed recording etc within time limits and to a very high standard.
15. To work within and according to all YFSS and Council Policies and procedures.
16. To complete all in putting and all data cleaning on all relevant data systems and ensure that relevant information and data is recorded and presented in accordance with requests from the YFSS Senior Leadership Team and Information Team.
17. To assist in the preparation of, and to attend and participate in, when requested, meetings, conferences and workshops, as a representative of Enfield YFSS.
18. To attend training, supervision and all required development opportunities and to maintain a high standard, current and professional skill and knowledge base.
19. Attend training, supervision, team and service meetings and other development opportunities as and when required.
20. To work with management and staff to deliver all YFSS plans and deliver the highest standards of interventions achieving the highest levels of quality and performance.
21. Any other tasks / duties reasonably requested by management
22. Carry out all accountabilities in compliance with the YFSS and LB Enfield’s Policies and Procedures.
23. To undertake any other task as requested by any member of the YFSS Leadership and Management Team that is commensurate with the role and grade of this post.
KEY ACCOUNTABILITIES SPECIFIC TO THE ROLE:

2. Work individually or, when appropriate, with colleagues, to deliver high quality evidence based individual and group work interventions to young people who may display challenging, high risk, often angry and aggressive behaviour, that challenge and change their behaviour. To deliver these in the YFSS buildings, care homes, schools and other community venues or in the clients homes.
3. Work as part of the duty system in line with duty policy and procedure and carry out all work regarding this role
4. Work with the YFSS Risk policies and procedures and attend all relevant meetings e.g. team around child / family professionals meetings and reviews etc.
5. Carry out all recording and administrative tasks associated with the role in an efficient and timely manner.
6. Day to day tasks of the role e.g. attendance at training and development and attending all general meetings associated with the role etc.

Experience Of Carrying Out Assessments & Doing Individual & Group Work With Disaffected Children, Young People & Parents
Communication skills including verbal, written & presentation skills & an ability to write reports within a youth justice environment
Must have experience of working with young people aged 8 – 17 who have either offended or being at risk of becoming involved in criminal activity. This includes group work and one to one work.
Ability to work successfully and engage with young people in a variety of settings: residential work, one-to-one work, outreach, group and project work.
Working Knowledge Of Effective Youth Justice Practices
Expert in Court Orders, using YOS Case Management system, Local Enforcement Policies /Procedures & Youth Justice Plan
Applied knowledge of safeguarding and youth justice legislation and principles underpinning good practice
