Intensive Supervision and Surveillance (ISS) Practitioner
Department: Youth Offending Service
PURPOSE OF JOB
To act as case worker with young people requiring high intensive support and monitoring to desist from offending. The young people will be on statutory orders and engagement and compliance is crucial. You will use a variety of methods to intervene with young people and in supporting them in their capacity to change. To work within the National Standards for the supervision of young people and the Tri-borough Service Plan and priorities. You will also adhere to relevant legislation pertaining to children and young people including public protection and victim safety.
Main Duties and responsibilities
• To develop and deliver innovative and creative interventions within the Tri-borough ISS programmes of working directly work with eligible young offenders aimed to reduce offending by young people.
• To do so within the framework provided by the Youth Justice Board programme specification and guidance, Council and Departmental policies and practice guidelines, Home Office Standards, and relevant legislation.
• To supervise a caseload and work within the role and to oversee delivery of agreed elements of a Supervision Plan for the young people subject to ISS and their families.
• To identify the needs of young people and ensure they and their families are fully supported in making a full contribution and are involved in decisions made which will affect their lives.
• To undertake risk assessment, reviews, and risk management of young people.
• To devise a Supervision Plan tailored to the needs and abilities of the individual young person and to work jointly with service colleagues and those from partner agencies and voluntry organisations in the best interest of the young people .
• To use resources to provide the best possible outcomes for service users.
• To prepare high quality Court reports in a timely manner (including ISS assessments, Pre-sentence, Breach and Progress reports) and represent the Service at Court facilitating the exchange of relevant information
• To deliver evidenced based offending behaviour programmes, that are designed around principles of effective practice and what works in reducing offending behaviour in young people
• To facilitate groupwork with young people and encourage them to talk and explore reasons behind their offending and make positive choices away from offending
• To initiate and attend planning and review meetings and attend case conferences/strategy meetings as required.
• To maintain a high standard of timely recording in all cases using the Youth Offending Service case management database and participate in the monitoring and evaluation of the service. Ensure compliance with the Data Protection Act 1998.
• To participate in supervision, training, and discussions regarding complex cases as required in the interest of service delivery and career development and in accordance with departmental policy
• To keep abreast of developments in theory and research, related youth justice and other relevant child care legislation
• Attend and participate in tri-borough team or Service meetings
• To understand and value the benefit of strong team work and contribute to the development of the team and service through involvement .
• To be aware of anti-discriminatory practices and plan interventions that address the particular needs of disadvantaged young people and families involved in the criminal justice system.
• Contribute to the ISS duty system on an evening and weekend rota basis as required.
• In all aspects of working practices to implement the principles of the Council’s Equal Opportunities Policy.
• To work in and across the 3 authorities of the Shared Services Team and bring to the attention of the lead practitioner and managers any situation where a young person is at risk.
Technical and Job Specific Requirements
A professional qualification for eg: Social worker and registered with Health and Care Professions Council (HCPC)
Extensive experience of working with young people with complex issues in a youth justice and social care setting
Ability to organise work effectively in a role which has tight deadlines, conflicting priorities and requires effective decision making under pressure
Ability to effectively work with challenging high risk young people and conduct assessments using the required assessment tools
Ability to engage with young people who have offended, and their families, in pursuit of the main purpose of the role.
Ability to manage the supervision of young people in the community and work with those young people in detention in accordance with National Standards and effective practice principles.
To be experienced and competent to deliver robust outcomes to young people to assist them in desisting from offending and reducing their risk of offending.
To work closely with other members of the team and partners to ensure appropriate step-down in accordance with local procedures
Ability to work collaboratively with professionals in order to implement a multi agency response to youth offending and the needs of children and young people
Ability to make clear assessments which balance the risk factors that have contributed to a young person’s offending with the protective factors which help them to avoid future offending.
Ability to balance and understand the priorities of safeguarding children and young people in youth justice with the protection of the public from the potential harm young people may present with their offending.
Demonstrate evidence of your ability to use a variety of approaches/methods such as CBT, talk therapies and give high intensive support to young people
High standard of literacy in relation to writing Court reports and other official documentation to a range of audiences
Knowledge of Crime and Disorder Act 1998, the Children Act 1989, Criminal Justice and Immigration Act 2008 and other relevant youth justice and childcare legislation
