Job Description

Purpose of the Role:

To comply with statutory guidance by providing independent chairing of child protection conferences and reviews of looked after children, and to chair complex strategy meetings.

To carry out quality assurance monitoring, report findings and make recommendations about the practice improvements required.
To act as consultant to managers, social work staff and other agencies about policy, procedure and practice relating to Child Protection/safeguarding and Children Looked After.

Key Accountabilities:

1. To chair child protection conferences within statutory timescales and ensuring that the views of children and young people are heard and given due attention.
To develop clear, outcome based child protection plans to secure a child’s future safety and well-being.
To ensure records of these meetings are accurate.
2. To chair Looked After Reviews in accordance with current legislation and the IRO Handbook, and to ensure that children and young people actively participate in these processes.
To produce accurate records of these reviews.
3. Quality assurance –to monitor and audit cases, ensuring the regular review and monitoring of individual child protection and care plans and the achievement of appropriate and timely outcomes for children and young people.
4. To chair strategy meetings, when there are child protection allegations against staff and volunteers and to keep accurate records.
5. To ensure that the LSCB procedures are followed through all activity.
6. To act as a consultant on child protection and care planning to team managers, social work staff and other agencies with the aim of providing direction and guidance to ensure standards are maintained and procedures adhered to.
7. To contribute to single and multi agency training around safeguarding and care planning
8. To ensure the implementation of child protection and care plans thorough monitoring and liaison with social workers and managers and to use the escalation procedure as and when required.
9. To contribute to the development of recording, evaluation and quality assurance systems for children subject to child protection plans and looked after children. This will include analysis of information and information sharing with managers and social workers to maintain and promote high practice standards.

Key Relationships (Internal and External):

The post holder will have frequent contact with looked after children and young people and their families.

S/he will also have contact with children and young people who are subject to child protection plans and their families.

In addition, there will be frequent contact with social work and their managers and senior officers in Children’s Services and colleagues from external agencies such as police, health, probation and the voluntary sector.

Job Specifics – Skills, Experience and Competencies

1. Sound knowledge of legislation and DfE guidance in respect of child protection and looked after children with an understanding of the practical implications of promoting the participation of children and young people.
2. Experience of chairing multi –agency meetings sensitively and effectively.
3 An understanding of issues relating to evaluating practice as part of a quality assurance role and ability to communicate and work with other professionals and agencies.
4. Substantial management experience in children’s social work.
5. An ability to use management information to analyse and plan services.
6. To be IT literate and be able to use modern IT systems eg for client data storage and recording.
7. Excellent written and verbal communication skills
1. Advanced post qualifying training in children’s social work
2. Substantial experience of chairing child protection conferences and reviews for looked after children
1. Sound knowledge of legislation and DfE guidance in respect of child protection and looked after children
1. Social Work qualification(degree of equivalent) which with substantial post qualifying experience in children’s social work
2. Registration as a Social Worker by the HCPC
